At the very least, Tatsugiri isn’t a widely popular creature, so the vast majority of players will catch the Mimicry Pokemon the one time and move on. The Water Festival is still a great event for those who want to round out their collection of water types, and players have a chance to get Shiny Staryu and Tirtouga instead if Tatsugiri doesn’t interest them on its own.
