Rocks D. Xebec is still somewhat of a mystery in One Piece, given that most information that fans have gotten about him has been through different characters. It was only in the Elbaf arc that fans got a proper look at Rocks D. Xebec, with One Piece chapter 1154 being the first one in which Oda gave the fans a good look at him.

As far as his strength goes, some of his feats are absolutely incredible, and fans know very well that he was on an entirely different level.Rocks D. Xebec was so strong that even Roger, who later went on to become the Pirate King, couldn’t defeat him. In fact, to defeat him, Roger had to team up with Garp, and that goes to show that Rocks was actually the strongest in the whole world.
