Oda has finally done what fans have wanted him to do for years, and that is introduce the legendary figure, Rocks D. Xebec, in theOne Piecestory properly. Fans know very well that Rocks is incredibly powerful and this much was evident in the story right from the very beginning, when Oda first mentioned Rocks in the Wano arc.
However, hearing about the legend and seeing him in the flesh are two different things. Finally, Oda has revealed Rocksin the Elbaf arc, thanks to Loki’s flashback, and it goes without saying that he is going to be massively important to the story from here onwards.
Rocks D. Xebec Has One Of The Highest Bounties In The Series
Rocks D. Xebec was an incredibly powerful figure, and it is believed that he was massively powerful even before he became a pirate. InOne Piecechapter 1154, it was officially confirmed to the fans that Rocks D. Xebec was actually at the Reverie 56 years ago, where he fought and killed an Admiral of the Navy. This was an unprecedented feat, and something that he seemingly accomplished without too much trouble.

Regardless, Rocks was able to make a name for himself and it was only after this event that he went on to gain a massive bounty. It is said quite clearly inOne Piecechapter 1154that Rocks D. Xebecwas one of the most wanted men in the world at the time, and this was before he even started the Rocks Pirates. Clearly, Rocks’s influence was unmatched and his bounty was out of this world. That said, he most likely didn’t have the highest bounty in the story.
Roger’s Bounty Has To Be Higher Than Rocks D. Xebec’s
Roger Became A Bigger Threat To The Government By Finding Out The Truth Of The World
WhileRocks D. Xebec was most certainly strong, Roger was also quite powerful and he was the most powerful of his era, which is rather well established by the time after the God Valley Incident. Roger was already one of the most wanted men at the time. But, more importantly, he did what nobody in the One Piece world could, and that is conquering the Grand Line. Roger found the One Piece and he then went on to figure out the whole truth about the world. Naturally, Roger was given the highest known bounty in the series. Rocks was certainly a monster, but he couldn’t be as infamous as the legendary Pirate King.

Rocks Is Stronger Than Roger
WhileRoger was certainly more infamous as the Pirate King, the fact is that Rocks D. Xebec was likely stronger, at least around the time of the God Valley Incident. This is clearly stated in the story as Roger had a bad skirmish with Rocks 39 years ago, and 38 years ago, he still required help from Garp to take down Rocks for good.
