At this point, nobody in the world knows where the last Road Poneglyph is, although there are some who have ideas in the One Piece world. That said, Oda may have revealed the exact location of the final Road Poneglyph to the fans already, and it’s been right under their noses.
Fans know very well that to reach the Final Island, Laugh Tale, one needs to acquire four Road Poneglyphs. Three of the four Road Poneglyphs have their location out in the open already.One is with Big Mom, and one lies in the Land of Wano, and was under Kaido’s protection until recently. Furthermore, one Road Poneglyph is also in Zou, hidden deep within the Whale Forest. This leaves behind the last Road Poneglyph, which nobody knows the location of. At one point, this Road Poneglyph was on Fishman Island. But when Luffy and his crew went there, the Poneglyph had vanished. Clearly, someone moved it, and the answer lies in Elbaf, specifically with the man who possesses a burn scar, or in other words, Scopper Gaban.

Fans don’t know much about the Man With the Burn Scar just yet, but what they say is that this man travels in an all black ship and whenever someone approaches him, whirlpools sink them immediately. He is said to be so powerful that even the Four Emperors haven’t been able to get their hands on the Road Poneglyph that he possesses. Fans don’t know who this person is exactly, but the biggest and most likelythe only contender for this person is Scopper Gaban.
For one, Gaban has a flame scar on his forehead. Secondly, Gaban is a former Roger Pirate, so he knows where the Poneglyph was, and would have the knowledge to move it. Finally, Gaban is a navigator, as revealed by Oda recently, so he can sail the seas by himself and take Poneglyphs and whatever else he wants. He was a legend on the same level as Roger, so no wonder the Four Emperors couldn’t approach him either.
Harald And Gaban Could’ve Moved Fishman Island’s Poneglyph To Elbaf
IfGaban is the Man with the Burn Scar, then the location of the last Road Poneglyph is likely Elbaf. This could also involve Harald. InOne Piecechapter 1153, it was clearly established that 70 years ago, Harald established a friendly relationship with Fishman Island. He was also there when King Neptune was born.

Around 26 years ago,Gaban and the Roger crewarrived on Fishman Island and saw the Poneglyph. 20 years ago, Gaban moved to Elbaf.
