This title goes to St. Figarland Shamrock, who has been revealed as Shanks' older twin brother, which not only confirms Shanks as a secret Celestial Dragon, but also confirms one of the most popular fan theories in the entire series. Although his appearance on the island has been brief, he has definitely made his mark as the most formidable of the Gods' Knights.

Elbaf was already going strong with the heroes fighting against the Gods' Knights. However, no one could have expected the massive tilt in the villain’s favor with the appearance of Imu, since the greatest villain of the series made a sudden appearance on the island to ensure that the Gods' Knight’s plan ends up working out as quickly as possible. Imu was also revealed to be the source behind the regeneration and teleportation ability ofthe Gods' Knights and the Five Elders.

Imu’s powers are entirely unmatched within the series, as they were shown to turn the Giants of Elbaf into towering demons who worked to achieve their goal of domination of the island. This is a power that can be used on characters without their consent, cementing Imu as the strongest and most formidable foe that the heroes will ever have to face. Their Conqueror’s Haki was also wide-spanning and managed to knock out several Giants, which clearly demonstrates how Imu was able to defeat Joyboy and rule over the world for 800 years.
Loki’s Origins And The Legendary Rocks D. Xebec Are Finally Revealed

Early on in the Elbaf arc, it was revealed that Loki was inspired by the legendary Rocks D. Xebec to become a pirate. Eventually, the arc went into far more detail about the Accursed Prince’s backstory, revealing the tragic tale of his birth and how he was ostracized by not only the Giants of Elbaf, but also by his own mother. In one of themost messed-up origin stories that Oda has ever written, it was revealed that, purely due to his appearance, Loki was demonized by everyone and was almost killed by his mother when he was just an infant.

Eventually, the boy would grow up to become one of Elbaf’s greatest nuisances, constantly breaking into the villages and terrorizing everyone he came across, though this still never brought him any solace. One day, due to the void in his heart, he jumped from Aurust Castle to the Underworld, hoping that the fall would kill him. Instead, he survived and eventually came face to face with the most hyped character in all ofOne Piece, Rocks D. Xebec. Although this villain’s reveal has been brief so far, the revelation of him being Blackbeard’s father and his otherwise stellar design give more weight to the claim that Elbaf is already the greatest arc in the entire series.
