The way around this is to perform this type of systematic looting in a pirate-controlled outlaw system.

Outlaw systems usually have plenty of cargo pods close to the local space station, and flying close enough will enable the player to inspect each one and then reveal the contents. This is a solid choice for farming a few frigate modules quickly and easily.
